Job Details
MAIN AIMS OF THE POST
- Provide strong leadership on the delivery of the decarbonisation plan and oversee the delivery. Mobilise the business into a large scale retrofit programme to ensure all homes are EPC C by 2030 whilst planning for Net Zero Carbon by 2050. Maximise outcomes for our customers at every opportunity. Work with colleagues in data to ensure effective data capture and analysis. Develop project & programme management processes that drive collaboration, innovation, efficiency and a culture of continuous improvement. Ensure quality, procurement, contractual and financial performance & compliance. Use asset and development data to drive improvements and quality in our delivery programmes. Lead on the relationship management attached to the retrofit programme and the decarbonisation plan.
SPECIFIC DUTIES
- Provide exceptional leadership to Project Coordinators responsible for the project management and delivery of the decarbonisation plan. Help other departments within SYHA support our efforts in tackling the climate emergency and supporting customers to see the benefits of enhancing the energy performance of their home. Ensure strong partnerships are formed and sustained with internal clients and wider stakeholders. The post holder should also collaborate and coordinate with other initiatives in the Sheffield City Region. Work with the Head of Asset Strategy & Development to identify business opportunities and assist in the management of bids and competition submissions. Report back on the impact of any agreed indicators or outcomes from our investment in Sustainability. Play an active role in the active asset management programme providing technical advice and advising on investment and disposal decisions, and recommendations in relation to energy efficiency and decarbonisation. Develop, administer, and monitor allocated budgets and provide advice and guidance on spend to other budgets holders (but not hold budget responsibility or accountability). Including submission of relevant capital expenditure to the Asset Management Group. Seek out sustainability best practice, explore opportunities to innovate in the development of homes and services, disseminate advice and work with managers to implement new ideas within SYHA. Oversee effective management of budgets in line with SYHA policies and the requirements of our funders. Lead evaluations of programmes, promoting continual improvement Ensure that all contracts operate in line with legal and regulatory requirements
OTHER DUTIES
- Work within the policies of SYHA and participate in the development of policies and procedures. Participate in regular supervision sessions and appraisals with line manager. Attend training and development activities as identified and participate in team meetings. Promote SYHA’s Values and Diversity policy and practices in all aspects of service delivery and contribute to the development of future plans and strategies. Maintain a good working knowledge of new work procedures, Health and Safety procedures and fire precautions, and operate the correct procedures and participate in policy development and quality improvement project initiatives where appropriate. Undertake any other duties appropriate to the grade and purpose of the job as may be agreed by the post holder, management and trade union. Save SYHA money through reducing operational costs and bringing in investment and income. Introduce sustainability innovations within SYHA Support SYHA’s customers to reduce their fuel poverty, improve their wellbeing and reduce their carbon footprint.

Job Title: Programme Lead (Sustainability)
Salary Grade : 5C £40,520-£43,698 per annum, pro rata
Hours: 37 hours per week
Leave : 27 days annual leave, plus 8 statutory Bank Holidays and 4 SYHA days at Christmas, Easter, Spring and August Bank Holiday (all pro rata). The leave year runs from 1 April to 31 March.
Pension: You are eligible for membership of the Association’s contributory pension scheme which is the Social Housing Pension Scheme (SHPS) subject to the trust deed and rules of SHPS from time to time in force.
Unions: SYHA recognises Unite and UNISON, with whom the Association has entered into an agreement where union members have negotiating rights in relation to conditions of service.
Car Allowance: This post does not attract Essential Car User allowance.
Job Share: The post of open to job share.
Location: Based at Rockingham Street office.

Professional Know-how & Qualifications
- Track record of delivering capital programmes with complexity supply chains including strong financial management and budget control
- Understands processes for retrofitting homes to improve energy performance, ideally PAS2035
- Excellent Data, IT skills & the ability to work with Microsoft Office applications
- Up to date knowledge and research in the field of Sustainability, Housing, Development and/or Asset Management.
- Understands the principles of coproduction
- Excellent working knowledge of funding regulations
