Bristol is a recognised leader in the field of sustainability and climate change. This exciting role provides the opportunity to be part of a council and a city at the cutting-edge of the response to the Climate and Ecological Emergencies.
Bristol City Council has created an ambitious Climate and Ecological Emergency Programme with £4m of new funding. To deliver this ambitious programme and fill recent vacancies we are recruiting to eight posts, including this one in our Sustainable City and Climate Change Service.
The One City Climate Strategy outlines an ambitious agenda and some big challenges. Bristol will deliver the strategy’s goals through the development of new policy and the creation of effective thematic action plans. Bristol City Council will lead the development of policy and plans in some areas, such as the decarbonisation of heat. We will support planning and delivery in others.
In this role you will work across the climate change agenda as it relates to cities and on the range of challenges set out in the One City Climate Strategy. You will develop policy and plans to implement the One City Climate Strategy and ensure that the impacts and benefits of these initiatives is tracked and reported so that we can continually improve and accelerate progress.
Climate Policy and Action
You will have an excellent knowledge of climate change policy and practice relevant to cities in the UK. This is likely to have been acquired through a relevant degree and you will have worked in climate change policy for some time.
We don’t expect you to be an expert in all areas but by working with colleagues or consultants who are specialist in their fields you will be able to ensure that our decisions are well informed, benefiting from both sound evidence and the latest innovation. You will be experienced in undertaking research and translating this into effective policy or implementation plans.
You will work with colleagues across the Council and in partner organisations, drawing upon their expertise and experience to develop effective policy and action plans. You will use your excellent interpersonal and team working skills to collaborate effectively and build ownership of policy and action by colleagues across the Council.
There’s a lot to be done to turn our strategy into effective action quickly. You will draw upon time management skills and significant project management experience to organise your work and that of colleagues and partners. Successful delivery will require you to work with determination and creativity to deliver these outcomes whilst negotiating and balancing other priorities.
Fair and collaborative
The One City Climate Strategy places fairness and collaboration at its heart. The transformation of the city to become carbon neutral and climate resilient provides huge opportunities to address existing inequalities in the city. However, it also creates risks that we make matters worse if we don’t represent everyone through the process of planning and implementing change or ensure that everyone is able to take advantage of the opportunities the transformation will create. You will bring a commitment to being fair and collaborative in everything you do that is as strong as your commitment to tackling climate change.
Innovation and evidence
You will have specialist knowledge of Climate Change in cities. You will use this knowledge in conjunction with the knowledge of colleagues to ensure that the Council’s work benefits from sound, yet cutting edge evidence.
You will be able to translate your knowledge and data to give professional and technical advice to ensure that decision makers have the right evidence to support action.
You will have experience of gathering information, monitoring, analysis, reporting and reviewing of key issues, opportunities, risks and performance.
There is no instruction manual for how to achieve the scale and pace we need. So with support of your manager and colleagues, you will need to learn from others’ experience, experiment, take some risks and continually improve what you do.
Influencing and supporting
You will have experience of using technical information and your interpersonal skills to influence policy and strategy and/or organisational processes/management systems, ideally to deliver more sustainable outcomes.
You will have the curiosity and interpersonal skills to understand colleagues’ and partners’ needs so that you can support them to deliver the collective ambitions of the climate strategy and the Council’s targets through their respective roles and teams
To open this post to the widest possible range of candidates and to enable career progression this post is a career grade post and you will be appointed on a salary from one of three Bristol Grades (BG10-12) depending on your experience. The Person Specification provides details of the requirements for each grade which will be assessed via your application form and at interview. The salary ranges for the grades are: BG10 (£28,672-£32,234), BG11 (£32,910-£34,728) and BG12 (£35,745-£38,890).
