Job Purpose: 

Responsibility for undertaking project support and EIA coordination services for a range of planning and consultancy projects across the department’s activities with a focus on technical and environmental planning services.  Sales, marketing and some minor departmental coordination services are included.

Key Responsibilities:

Summary:

This role is specifically focused on delivering ‘clean energy’ environmental planning and consultancy projects.

The post holder will have responsibility for coordinating activities and the preparation of project documentation, including EIA, across all scales of development and for wind, solar, hydro and storage.

The department offers services across a range of renewables and is looking to strengthen its in-house team in light of the new growth in the renewables sector.

Projects:

Coordinating project teams and activities in order to deliver projects, including staff both within Dulas and subcontractors.

Undertaking elements and activities within environmental planning and consultancy projects, including site appraisals, draft reports and assessments, conducting statutory and public consultations, preparing plans and planning documents for TCPA and DNS planning applications. Should have a good understanding of the technical, economic, environmental and social implications of a range of renewable energy technologies and the wider clean energy market.

Writing and editing fee proposals (small projects) and reports to a high professional standard.  This includes grammar, punctuation, formatting in addition to technical content.

Following, and contributing to the development of, Quality Management standards and continuous improvement.

Business and Financial Management:

Responsible for contributing to sourcing new work for the department to a gross margin value agreed annually, including the write up of aspects of new proposals.

Day-to day responsibility for the coordination of contracts on a range of scales, including maintaining profit margins through change control.

Responsible for activities relating to financial aspects of approved projects from purchasing of goods and services, formulating fee proposals, tracking budgets, invoicing clients, and dealing with difficult issues as they arise such as client non-payment, time, cost and resource problems, etc.

Promotion and marketing of consultancy capabilities to potential clients

Development of new services that the Department can offer.

Input to the development and delivery of the Department’s strategy.

Line Management and Department Systems:

Ensuring compliance with ISO quality standards and best practice within the scope of the post holder’s activities.

Coordinating a wide range of sub-contractors/consultants.  This includes preparing terms of reference and specifications, evaluating tenders, commissioning, ensuring that work is appraised and of sufficient standard, and resolving any problems that may arise.

Contributing to improving the environmental performance of the department in its everyday affairs

Ensuring all company systems are kept up to date and accurate, e.g. CRM, Work Won, Timesheets etc.

Person Specification:

Essential Criteria

Skills, experience & qualifications

Minimum 2 years’ EIA consultancy and project experience, preferably for a renewable energy developer

Education or training in EIA to a detailed level of understanding

Familiarity with and experience of UK planning systems.

Highly literate and numerate.

Team working

Excellent team working skills - ability to lead, manage, facilitate, consult and participate comfortably, confidently and as appropriate to the situation

Communication – written & verbal

Ability to prepare and proof written documents to a very high standard of literacy, numeracy and presentation.

Excellent verbal communication skills - fluent in English and able to communicate complex information and respond to questioning.

Management – including self-motivation & time management

Experience of working on own initiative

Self-motivated and experienced in managing own time and that of others.

IT & Other

High level of competency with office IT packages, especially Microsoft Word and Excel

Experience of GIS, Windfarmer, WindPro, AutoCAD would be beneficial.

Desirable Criteria

Masters level qualification in EIA or other professional accreditation i.e. IEMA

Membership of a relevant professional body

Experienced in preparing and interpreting financial information

Welsh speaking at conversational level

Experienced in remote working
